C.J. Miller LLC is a full-service site development contractor that began as a family business in 1959 and today has more than 1,000 pieces of equipment and more than 450 employees. One of the largest employers in Carroll County, C.J. Miller currently operates four Maryland asphalt plants in Finksburg, Westminster and Woodsboro. In 2015, C.J. Miller produced over 700,000 tons of asphalt for projects ranging from highways to driveways.
